📅 Updated: April 2026 ⏱ Reading time: 5 minutes ✍ Belastinghulp Zaanstad

Do you have a low income and live in Zaanstad? Then you may be eligible for a waiver of your municipal taxes such as waste tax and sewer charges. Many residents do not know that they are entitled to this — or how to apply. In this article we explain it step by step.

What is a tax waiver?

A tax waiver (kwijtschelding) means that you do not have to pay a municipal tax (in full) because your income and wealth are too low. The municipality of Zaanstad assesses whether you qualify based on your financial situation.

A tax waiver is no shame — it is a statutory arrangement for people who cannot bear the burden. Each year thousands of people in Noord-Holland leave this money unused because they do not know about the application.

Note: A tax waiver does not apply to all municipal taxes. OZB (property tax) for homeowners is usually excluded.

For which taxes can you apply for a waiver?

TaxWaiver possible?
Waste tax (afvalstoffenheffing)✓ Yes
Sewer charges (user portion)✓ Yes
OZB for tenants (user portion)✓ Yes (in some municipalities)
OZB for homeowners✗ No

Income limits and assets limit

The municipality applies standards based on the social assistance norm. If your net disposable income is at or below the social assistance norm, you qualify. In 2026 the indicative limits are:

SituationNet income per month (indicative)
SingleUp to approx. €1,250
Single parentUp to approx. €1,500
Couple / cohabitingUp to approx. €1,750
AOW recipient (single)Up to approx. €1,350 (slightly higher due to AOW benefit)

* Indicative amounts 2026. The exact norm depends on your situation. The municipality of Zaanstad calculates this with your application.

In addition to the income limit, an assets limit also applies. You may not have more savings than about €6,000 (single) or €12,000 (cohabiting). Do you have a car worth more than €3,000? Then that counts as wealth.

How do you apply for a tax waiver in Zaanstad?

You can apply for a waiver as soon as you receive the municipal tax assessment (usually at the beginning of the year). There are three ways:

  • Online via DigiD — log in on the website of the municipality of Zaanstad and submit the application digitally. You need recent bank statements and income details.
  • In writing — you can request a form from the municipality and return it by post.
  • Via the municipal counter — in Zaandam you can go to the Loket Zaanstad for in-person help.
